The Georgia Alliance for Patient Protection Foundation exists to ensure physician-led care for all Georgians
and to promote truth and transparency regarding healthcare credentials.

Our Board
Our Board members bring a wealth of knowledge and experience in healthcare delivery, medical education, leadership, and community service. Most importantly, they and their family members are patients, too.
Board Member
Kelly Coffman, MD, MPH
Dr. Coffman is a psychiatrist with specialization in forensic psychiatry and reproductive psychiatry. She has seen firsthand how patients with serious mental health problems are mistreated and struggle to advocate for themselves, and this has led her to work in healthcare and patient advocacy and healthcare leadership.
Dr. Coffman is a founding member of Physicians for Patient Protection and serves on the Legislative and Advocacy Committee of the Georgia Psychiatric Physicians Association. She is also politically active within her community.
Many of Dr. Coffman’s patients have shared stories with her of feeling misled by non-physician practitioners who identified themselves as a doctor. Dr. Coffman believes that there is a role for all types of healthcare workers in the care team, but patients have a right to understand the role of each team member, and every patient has a right to physician-led care.
Board Member
Carmen Kavali, MD
Beginning in her medical school days over 30 years ago, Dr. Kavali has been engaged in patient and healthcare advocacy and leadership. She served on the Governing Council of the Medical Student Section of the American Medical Association. She has served on the Boards of Physicians for Patient Protection, the Southeastern Society of Plastic and Reconstructive Surgeons, the Georgia Society of Plastic Surgeons, the Medical Association of Georgia, and the Medical Association of Atlanta. She is a plastic surgeon, certified by the American Board of Plastic Surgery, and she has been in solo private practice in Atlanta since 2002.

Dr. Kavali is a patient herself, and her family members are patients. She firmly believes in the mission of The GAPP Foundation and is working to preserve physician-led care for all Georgians, as well as truth and transparency regarding healthcare credentials. Every patient deserves to have a physician on their care team, and every patient deserves to clearly understand exactly who is caring for them.

When she isn't in the operating room or attending Board meetings, she is a wife, as well as a mom to two teenagers, three beagles, and four chickens.
Board Member
William Silver, MD, FACS
Dr. Silver, an Atlanta native, is a Board certified Facial Plastic Surgeon, certified by the American Board of Facial Plastic and Reconstructive Surgery. He is a graduate of the Medical College of Georgia, completed a residency in Otolaryngology-Head & Neck Surgery at New York Mt Sinai and NYU, served in the US Army, and returned to Atlanta into private practice. He served as an American Academy of Facial Plastic and Reconstructive Fellowship Director for 26 years. He is a past President of the Medical Association of Atlanta and the Medical Association of Georgia. His practice centered around Rhinoplasty and revision Rhinoplasty, and he has lectured nationally and internationally, as well as authored many book chapters on facial plastic surgery and rhinoplasty.

Dr. Silver is actively involved in the local and state medical community as a member of the MAG Foundation Board, and active in medical legislative activity associated with GAMPAC.
Board Member
Amanda Brown, MD
Dr. Brown is a Board certified Anesthesiologist, certified by the American Board of Anesthesiology, with a subspecialty certification in Pediatric Anesthesiology. She is a graduate of the Mayo Clinic College of Medicine, and completed a residency in Anesthesiology at Johns Hopkins, then completed a Fellowship in Pediatric Anesthesiology at Children's Hospital of Philadelphia.

Dr. Brown has been engaged in patient advocacy for years, most recently serving as Chair of the Government Affairs Committee for the Georgia Society of Anesthesiologists, and on the Council on Legislation for the Medical Association of Georgia.
